The Demise of the 28-Article Ceasefire Plan for Ukraine: Why Peace Negotiations Continue to Falter

Europe felt a moment of respite on Monday, as the crisis caused by the introduction of a new 28-point plan for ending the war appeared – temporarily – to have been contained. A senior US official spoke of "substantial progress" after diplomatic discussions in Geneva. On Monday night, Moscow made its countermove: an extensive attack of missile and drone strikes on Kyiv.

The Pattern of Negotiation and Warfare

The chain of opposing developments captured the grim essence of the outgoing year. By day, political struggles are fought: hopeful statements are released from multiple capitals. Considerable effort is devoted on managing particular approaches. By night, Moscow brutally reminds the world that, for them, conflict continues to be the key method for achieving "peace".

Nighttime Reality

As the offensive unfolded into the early hours of Tuesday, the present situation of Ukraine's vulnerability was laid bare. Ukraine is equipped to monitor rocket firings from across the border, a capacity provided through timely intelligence. From observation points, Ukrainian air force fighter jets that had been dispatched to counter approaching cruise missiles flew past – modern combat jets provided to Ukraine by NATO members.

Shortly after, Kyiv's air-defence systems activated: defensive missiles targeted at a incoming threat. This was a modern interception technology at work, presumably delivered by partner states. Every launch jolts you unexpectedly, causing tremors. The instant of fear quickly becomes resigned acknowledgment: maybe the approaching threat won't cause damage this time, protecting urban areas from devastation and another blackout.

Persistent Threats

Not long after, a large-caliber weapon fired at a drone in the vicinity, part of a mobile-fire group – probably Western-made equipment. Sadly, the shots failed to hit the hostile drone – it pressed on overhead toward its objective.

Periodically, this carried on until dawn. Kyiv greeted the early updates: seven people killed, devastation and utility failures in numerous residences as a result of the evening attack. As typically, everyone still continued their routines – experiencing conflict. But those entire period encapsulated Ukraine's essential dependence on Western support – a dependence that European nations are clearly incapable to substitute in the immediate future.

Unsuccessful Negotiations

The comprehensive proposal from Washington provoked deep reactions, controversy and serious worry – and momentarily shifted focus from Ukraine's most significant graft case in years. Yet, we have seen this script before, after earlier high-level meetings and multilateral gatherings.

Every new proposal from US leadership unfolds according to the consistent cycle: a diplomatic cavalry charge against Ukraine, which Kyiv, with other European capitals, manages to fend off. They manage the tension but never actually win the battle. This cycle will, undoubtedly, continue.

Strategic Calculations

It is convenient to criticize particular leaders of repeatedly advocating Moscow's conditions. But that does not seem to be the complete picture. Washington operates on a premise well known to seasoned negotiators: you cannot achieve through diplomacy what you have failed to defend militarily. The US administration believes that it is impossible to compel Moscow to abandon the areas that it already controls in Ukraine's southern or eastern regions.

The problem is that while accepting these circumstances, American administration does little to discourage Russia, through diplomacy or military means, from thinking that the status quo will not change more in its benefit in the months ahead.

Opposing Positions

Therefore, the Kremlin is confident that the clock favors them – that Ukraine and its allies are nearing depletion. Their motivation to sign a deal that does not give them the largest achievable advantage is almost completely absent. There may be multiple initiatives to achieve ceasefire, but they will carry on as long as Russia's leadership remains highly assured in the outcome.

On the contrary, Ukraine's government believes that Ukraine can still endure, slowly losing civilians and areas but avoiding a complete military breakdown until conditions improve in its favour.

Current Realities

Objectively, there are no genuine requirements for a ceasefire. Now, individual motivations are entering the equation: political desires to negotiate peace and achieve global acclaim, and the government's twin challenges – on one hand, not to distance important partners, and on the other, to mobilize citizens around the flag against any proposal Kyiv finds unacceptable, so that their focus does not move to homefront challenges. And although their task will now be much harder after recent developments, it remains highly unlikely that this will modify their basic position.

These opposing factors are influencing discussions.

Conclusion and Outlook

It took a only one week to eliminate the 28 points of the most recent proposal. Forceful and unpredictable management of the matter by Washington, resistance by Ukraine and the remaining European nations, along with calming attempts of diplomats, and finally, recent disclosures, all achieved their purpose.

While new plans based on old ideas are approaching, Kyiv, London and other European capitals should reach an essential realization: Ukraine and Europe will only be able to counter diplomatic offensives from Washington that are founded on Moscow's terms and reflect particular unwillingness to modify developments, if they stand together and strengthen their defence capabilities at a much faster pace. If they do, neither external pressure nor military threats will be able to overcome them. In the meantime, Ukraine's capability to counter nocturnal attacks will, for the foreseeable future, largely rely on sustained allied backing.
